Does a higher grade mean a stronger panel?

No. Grade describes the adhesive's resistance to moisture at the glue line, not load capacity. For strength, look at thickness, core construction and span rather than grade.

Do I need to seal the cut edges?

Yes, and it matters more than moving up a grade. Every cut exposes the core, and an unsealed edge draws moisture in regardless of how good the panel is. Band it, prime it, or at minimum lacquer the hidden edges.

Plywood or block board for a wide shutter?

Block board, in most cases. The softwood batten core is lighter and stiffer for its weight, so a tall shutter is less likely to sag or twist on its hinges over time. Use plywood where the panel is structural or heavily loaded.
