Does a higher grade mean a stronger panel?

No. Grade describes the adhesive's resistance to moisture at the glue line, not load capacity. For strength, look at thickness, core construction and span rather than grade.

Do I need to seal the cut edges?

Yes, and it matters more than moving up a grade. Every cut exposes the core, and an unsealed edge draws moisture in regardless of how good the panel is. Band it, prime it, or at minimum lacquer the hidden edges.

How does this differ from Tulsi Gold?

Both are IS 303 Gurjan-faced panels on an alternate red-white core. Tulsi Gold is the premium line with tighter face selection; T-Empire is the working grade for volume joinery. For most carcass work the difference is not visible once laminated.
